A new State Department report contends Cuba has spent years quietly building a network of sympathetic American activist groups it can mobilize against U.S. policy, citing a recently circulated nationwide protest plan as evidence.<\/p>\n

, distributed in June as the \u201cNational Rapid Response Plan,\u201d came from the National Network on Cuba (NNOC), a U.S. coalition of more than 60 organizations. The State Department ties the coalition to Havana through the Cuban Institute of Friendship with the Peoples, or ICAP, a Cuban entity sanctioned in June over alleged support for Cuban intelligence operations.<\/p>\n

The document instructs organizers to launch \u201ccoordinated nationwide actions\u201d within 24 hours of any U.S. strike on Cuba, aiming to make it \u201cpolitically and materially costly for the U.S. government to wage war on Cuba.\u201d The report calls the plan proof of Cuba\u2019s \u201csubversive capabilities on American territory.\u201d<\/p>\n

Organizers are told to converge on federal buildings, courthouses, military bases and ICE facilities. The plan seeks to \u201cconnect Cuba solidarity to anti-ICE\/immigrant defense work happening nationwide\u201d and points activists to a database mapping 1,335 U.S. military and law-enforcement sites in the Western Hemisphere.<\/p>\n

The report singles out six organizations at the network\u2019s center: ICAP, the National Network on Cuba, Code Pink, the People\u2019s Forum, the Democratic Socialists of America, and the National Lawyers Guild. It describes ICAP, led by former Cuban spy Fernando Gonz\u00e1lez Llort, who served 15 years in a U.S. prison for infiltrating Florida exile groups, as the hub of an operation coordinating more than 2,000 solidarity organizations in over 150 countries.<\/p>\n

The People\u2019s Forum sponsors the Venceremos Brigade, which ferries American activists to Cuba, while Code Pink and the National Lawyers Guild have joined delegations opposing the U.S. embargo.<\/p>\n

The findings land as the Trump administration escalates pressure on Havana, including January tariffs on nations supplying Cuba oil and May sanctions on foreign entities propping up its economy. Trump has floated a \u201cfriendly takeover\u201d of the island, saying \u201cit looks like I\u2019ll be the one that does it,\u201d while Secretary of State Marco Rubio says diplomacy remains preferred even with military options on the table.<\/p>\n

Code Pink faces separate scrutiny tied to the finances of Neville Roy Singham, husband of co-founder Jodie Evans, with a Manhattan grand jury probing possible foreign-agent violations. Treasury has also questioned co-founder Medea Benjamin about a March aid convoy to Cuba. No charges have been filed; Code Pink denies wrongdoing.<\/p>\n

The report announces no sanctions against the American groups, relying largely on public records. Its conclusion: Havana treats espionage, political advocacy and ideological influence as one long-running campaign against the United States.
