The Trump administration has expanded U.S. intelligence operations in Cuba in recent months, according to two people familiar with the effort, as Washington intensifies pressure on the island\u2019s communist government to reform or collapse.<\/p>\n

One person said the United States has recently sent additional spies and intelligence assets into Cuba but declined to detail the scope of the effort or which of the 18 U.S. intelligence agencies are involved, citing concerns about compromising operations. A second person described the shift as an increase in the CIA\u2019s presence on the island but similarly declined to give specifics. Both spoke on condition of anonymity given the sensitivity of the matter.<\/p>\n

The buildup could lay groundwork for a range of options, from covert efforts to turn Cuban officials and citizens against the regime to a potential U.S. military operation. One of the people called the intelligence surge a key tactical step, though they cautioned the shape of any eventual operation remains undefined. Cuba sits just 90 miles from American shores.<\/p>\n

American intelligence activity historically has intensified ahead of U.S. military action. CIA tracking of Venezuelan strongman Nicolas Maduro\u2019s movements reportedly proved decisive in January\u2019s successful operation to capture him, which effectively placed Venezuela under American influence.<\/p>\n

Intelligence work in Cuba was curtailed in recent years amid staffing cuts tied to the Havana syndrome episodes.<\/p>\n

The administration is pursuing \u201call the conventional tools, including intelligence community resources,\u201d to press Havana for change, the second person said, adding that President Donald Trump still \u201cprefers diplomacy\u201d if the regime will accept it.<\/p>\n

Even as the administration manages a war with Iran now in its sixth month, officials say Cuba has not slipped down the priority list. \u201cIran doesn\u2019t need to be solved before we go there,\u201d the first person said, adding that Cuba remains a \u201chuge priority\u201d for Secretary of State Marco Rubio.<\/p>\n

The pressure campaign has already produced visible results. CIA Director John Ratcliffe traveled to Havana in May to warn regime officials to enact real reforms. Days later, the Justice Department charged former Cuban President Raul Castro over the 1996 killing of four Cuban exiles by Cuban fighter jets during a rescue mission at sea. Washington has also imposed an energy blockade that has left much of the island without reliable power.<\/p>\n

Rubio, who is of Cuban descent and has overseen much of the administration\u2019s Cuba and Venezuela strategy, has signaled dwindling patience with a regime that has rebuffed demands for economic and political liberalization.<\/p>\n

The State Department has paired the pressure with a public messaging campaign, including a recent document titled \u201cCuba: The Capital of 21st Century Communism\u201d cataloging decades of alleged abuses by the regime, part of a wider administration effort confronting socialist and communist movements at home and abroad.<\/p>\n
