The Trump administration announced new rules Wednesday aimed at preventing illegal immigrants from receiving payments through four refundable federal tax credits, a move officials estimate could save taxpayers about $3 billion.<\/p>\n

The Treasury Department and IRS proposed tightening eligibility requirements for the adoption tax credit, child tax credit, American opportunity tax credit and earned income tax credit. Under the regulations, eligibility would be limited to U.S. citizens, U.S. nationals and qualified immigrants who are legally eligible for federal benefits.<\/p>\n

\u201cUnder President Trump, the days of illegal aliens collecting taxpayer-funded benefits are over. The federal law is clear, and Treasury is enforcing it,\u201d Treasury Secretary Scott Bessent said.<\/p>\n

Refundable tax credits can result in payments from the federal government when the value of a taxpayer\u2019s credit exceeds the amount of income tax owed. The administration argues those payments effectively constitute federal benefits and should therefore be subject to existing restrictions on benefits for people in the country illegally.<\/p>\n

\u201cAmerican taxpayers should not be forced to foot the bill for benefits going to those who are barred by law from receiving them,\u201d Bessent said. \u201cThese proposed regulations end the abuse, protect the integrity of the tax system, and put Americans first.\u201d<\/p>\n

The administration estimates nearly 1 million people would become ineligible for refundable portions of the affected credits under the proposed rules, according to the New York Post.<\/p>\n

IRS Chief Executive Officer Frank J. Bisignano said programs such as the earned income tax credit were created to provide assistance to lower- and middle-income American workers and families.<\/p>\n

\u201cToday\u2019s proposed regulations ensure that federally funded benefits are reserved for eligible taxpayers and protect the integrity of every taxpayer dollar,\u201d Bisignano said.<\/p>\n

The changes are part of President Donald Trump\u2019s effort to restrict taxpayer-funded benefits for immigrants who are in the country illegally and prioritize federal resources for Americans and legal residents.<\/p>\n

Treasury and the IRS must complete the federal rulemaking process before the regulations become final.<\/p>\n
