The Pentagon will take a 35 percent ownership stake in a new Venezuelan oil venture under President Donald Trump\u2019s sweeping energy agreement with the country, the White House announced Monday.<\/p>\n

The Pentagon\u2019s Office of Strategic Capital will hold the government\u2019s stake through penny warrants, allowing the United States to acquire equity without a large upfront investment.<\/p>\n

The State Department will separately have the right to purchase 20 percent of the venture\u2019s oil production at cost and receive first refusal on the remaining output, according to the White House.<\/p>\n

The arrangement gives the U.S. government significant influence over a venture controlling 17 Venezuelan oil fields containing approximately 65 billion barrels of proven reserves, roughly one-fifth of the country\u2019s total.<\/p>\n

The private partner is North American Blue Energy Partners, or NABEP, a Venezuelan-owned company that the White House identified as the country\u2019s second-largest oil operator behind Chevron. NABEP has committed to investing as much as $100 billion in Venezuelan oil infrastructure.<\/p>\n

The White House said the agreement will cost the U.S. government nothing and gives Washington veto power over board appointments, with U.S. citizens holding a majority of board seats.<\/p>\n

Several of the oil fields were previously controlled by Russian and Chinese companies before acting Venezuelan President Delcy Rodriguez granted the rights to NABEP.<\/p>\n

NABEP owner Alejandro Betancourt has faced money laundering investigations in the United States and Europe involving Venezuela\u2019s state oil company. Betancourt was never charged in the U.S. investigation, remains under investigation in Europe and has denied wrongdoing.<\/p>\n

The two governments have offered differing descriptions of the agreement\u2019s duration. The White House says Venezuela granted 100-year concessions, while Rodriguez has said the project will run for 25 years and aims to produce more than 1.5 million barrels of oil per day.<\/p>\n

Trump has said the agreement will eventually lower gasoline prices and help replenish the Strategic Petroleum Reserve.<\/p>\n

\u201cIf it was two years, you know, that\u2019s a short period of time,\u201d Trump said Monday when asked how quickly Americans could see lower prices.<\/p>\n

Democrats have questioned the Pentagon\u2019s involvement. Sen. Jack Reed, D-R.I., called the arrangement \u201ca blatant abuse of power and taxpayer dollars\u201d and demanded an explanation of the administration\u2019s legal authority.<\/p>\n

Rep. Rick Crawford, R-Ark., chairman of the House Intelligence Committee, said he expects lawmakers to receive a briefing on the agreement \u201chopefully sooner rather than later.\u201d<\/p>\n

Energy Secretary Chris Wright is expected to travel to Caracas in the coming days as the administration moves to implement the agreement and pursue additional energy deals.<\/p>\n
