Director of National Intelligence (DNI) Tulsi Gabbard on Friday declassified showing that the United States government has funded more than 120 dangerous biolabs in over 30 countries, including 40 \u201cespecially dangerous\u201d labs in war-torn Ukraine.<\/p>

In a press release, the outgoing DNI stated that biolabs researching dangerous pathogens in Ukraine have been \u201cat risk of compromise\u201d due to the ongoing Russia-Ukraine war.<\/p>\n

Gabbard stressed that risky Gain-of-Function research is continuing in some overseas biolabs despite President Trump banning the practice.<\/p>\n

Gain-of-function research is a scientific process that genetically alters an organism to give it a new property or enhance an existing one, typically to increase a virus\u2019s transmissibility, virulence, or host range.<\/p>\n

Leading up to the COVID pandemic, former NIAID Director Dr. Anthony Fauci and the NIH funded research involving bat coronaviruses at the Wuhan Institute of Virology (WIV) in China, which many believe led to the release of SARS-CoV-2.<\/p>\n

On May 25, 2025, Trump signed Executive Order 14292 to end federal funding of Gain-of-Function research around the world.<\/p>\n

The EO states: \u201cDangerous gain-of-function research on biological agents and pathogens has the potential to significantly endanger the lives of American citizens. If left unrestricted, its effects can include widespread mortality, an impaired public health system, disrupted American livelihoods, and diminished economic and national security.\u201d<\/p>

Despite this, many of the taxpayer funded biolabs have continued to conduct research \u201cusing hazardous and highly contagious pathogens, in some cases to include dangerous Gain-of-Function research, with very little visibility or oversight,\u201d according to the DNI.<\/p>\n

A newly declassified document alleges that over 40 biolabs in Ukraine have conducted research on \u201cEspecially Dangerous Pathogens (EDP),\u201d including Anthrax, tuberculosis, Swine Fever, MERS, SARS, Marburg, Ebola, and the Plague.<\/p>\n
