The U.S. House of Representatives passed legislation Tuesday that would end the twice-a-year ritual of changing clocks by locking the country into daylight saving time permanently.

The Sunshine Protection Act of 2025 cleared the House by a vote of 308-117. Opposition came from both sides of the aisle, with 22 Republicans and 95 Democrats voting no. The bill now heads to the Senate, where it is expected to face resistance from members of both parties over concerns about school start times, sunrise schedules and effects on circadian rhythms.
President Donald Trump has thrown his support behind the measure, casting it as a commonsense fix that spares Americans an unnecessary and costly inconvenience.
“Hundreds of Millions of Dollars are spent every year by people, Cities, and States, being forced to change their Clocks,” Trump wrote in a post on Truth Social.

“I am going to work very hard to see The Sunshine Protection Act signed into Law. It’s time that people can stop worrying about the ‘Clock,’ not to mention all of the work and money that is spent on this ridiculous, twice yearly production. It will also be a very nice WIN for the Republican Party. Take it!” Trump added.
The legislation drew support across party lines, including from Rep. Vern Buchanan, R-Fla., and Rep. Frank Pallone Jr., D-N.J., the top Democrat on the Energy and Commerce Committee.
Buchanan, speaking to The Hill, argued the change would deliver tangible benefits for ordinary Americans. “Floridians and Americans across the country are tired of the biannual time change, and the evidence is clear that permanent daylight saving time can improve public health, reduce traffic accidents, lower crime and encourage more outdoor activity. Ending the clock change is a commonsense reform that will improve everyday life for millions of Americans,” he said.
Trump has pushed to end the twice-yearly clock switch since returning to office, though similar efforts have stalled before despite gaining momentum.
Supporters of ending the practice point to research undercutting the original rationale for daylight saving time. A 2008 study from the National Bureau of Economic Research found that, contrary to the policy’s intent, daylight saving time actually increases residential electricity demand by roughly 1 percent, as savings on lighting are offset by higher heating and cooling use.
Safety researchers have also flagged risks tied to the time shift itself. Data from the Fatal Accident Reporting System shows a 17 percent spike in traffic fatalities the Monday after clocks spring forward, with elevated crash rates persisting for nearly a week. Medical research has further linked the change to an increased risk of stroke tied to sleep disruption.
