Britain’s government is providing asylum seekers with a guide explaining laws against rape, sex with children and sexual harassment, as the Labour government prepares to place more migrants in communities across the country.

The nine-page Home Office document, titled “Understanding behaviours and expectations in the UK,” outlines British laws and social norms for migrants seeking asylum.

The guide explains that sexual activity requires consent and that a person who is asleep, intoxicated or otherwise unable to respond cannot provide it.
“If you have sex with someone without their consent, this is called rape. Rape is a serious crime in the UK,” the guide states, warning that offenders could face prison and consequences for their asylum claims and government support.
Migrants are also informed that Britain’s age of consent is 16.
“Sex with someone under the age of 16 is a serious crime in the UK. There are no exceptions to this rule,” the document states.
The government also instructs asylum seekers that men and women have equal rights. Women, the guide explains, may work, attend school or university, travel and choose whom to marry without permission from male relatives.

Other sections address public behavior, telling migrants not to sexually harass people, make kissing noises or whistles, follow someone, block another person’s path or take sexual images without consent.
The guidance comes as Prime Minister Andy Burnham’s Labour government seeks to distribute asylum accommodations more evenly across British communities.
“You’ve got to get a fair spread,” Home Secretary Shabana Mahmoud told The Times, arguing that asylum accommodations should not be concentrated in particular communities.
Reform UK seized on the government’s guidance as evidence supporting its calls for substantially tougher immigration enforcement.
“When Nigel Farage and other Reform figures have pointed out the threat that they pose to British women and girls, they are held and shouted at by the political establishment,” Reform UK Shadow Home Secretary Zia Yusuf said. “Well, this disgrace shows you exactly what the government knows.”
Reform UK has proposed using the Royal Navy to prevent unauthorized migrant boats from reaching Britain, deporting migrants who entered illegally and processing asylum claims in third countries rather than housing applicants in Britain.
