Muslim Brotherhood-aligned networks have gained influence across Canadian government, universities, charities and political organizations, according to a new report warning that Islamist groups are exploiting democratic institutions to expand their reach.

from the Institute for the Study of Global Antisemitism and Policy, or ISGAP, examines what it calls “Islamist entryism,” a strategy of gaining influence within established institutions.
“Canada’s challenge is not simply the presence of individual extremist voices or isolated institutional weakness,” ISGAP Executive Director Charles Asher Small told Fox News Digital. He said interconnected ideological networks can obtain “institutional access, public funding, political influence, and protection from scrutiny.”
The report focuses in part on the Muslim Association of Canada, a major nonprofit operating mosques, schools and community centers. ISGAP alleges that some of its leaders have had direct or indirect associations with the Muslim Brotherhood.
The association strongly denied the allegations, calling the report “recycled Islamophobic tropes dressed up as research.”
The Canada Revenue Agency previously examined potential Brotherhood connections during an audit but did not revoke the organization’s charitable status.
ISGAP argues that the networks operate through several strategies, including influencing public debate, establishing relationships within civic and educational institutions, mobilizing politically and using litigation or reputational pressure to counter scrutiny.

The report cites the “Vote Palestine” campaign during Canada’s 2025 election, which received endorsements from 344 candidates across four political parties. It also examines relationships involving Muslim Students’ Association chapters, Students for Justice in Palestine and the Palestinian Youth Movement.
Foreign funding of Canadian universities, including money connected to Qatar, also receives scrutiny in the report.
ISGAP is calling for greater transparency surrounding foreign funding and organizations it identifies as connected to Brotherhood ideology, as well as increased cooperation between Canada and the United States.
The report comes as the Trump administration has intensified its campaign against Muslim Brotherhood organizations. The Treasury Department in January designated the group’s Egyptian and Jordanian branches as Specially Designated Global Terrorists and later sanctioned a senior Egyptian Brotherhood official accused of helping finance Hamas’ military wing.
“Whether operating under the guise of charities, businesses, or underground financial networks, those who enable Hamas will be exposed, sanctioned, and held accountable,” Treasury Secretary Scott Bessent said.
